10-25-11 highwayrobbery.net's comments on the month-by-month Red Light Camera Revenue and Payment Transaction Counts received Oct. 21, 2011 The court also provided two tables (see link on highwayrobbery.net) explaining how the money from tickets is distributed. One of the tables is specifically about red light camera tickets. If you are writing about this and need more-detailed info about how the money is distributed, contact me for the phone number for the finance staff at the Court. 1. In the distribution table for red light cameras, the first five lines deal with the distribution of the Base Fine of 100. The state Automation Fund gets the first $2, then LA City gets 30% of what's left, or 29.40, which goes into the "general" column on the month by month reports. 2. That leaves $68.60, and LA City gets 92% of that, or $63.11, which goes into the "traffic" column on the month by month reports. 3. The last portion that LA City gets is $64.68 out of the $260 penalty assessment, and it goes in the "general" column. The city also gets a portion of the approx. $60 fee for traffic school. My guess is about $20, and my guess is that it goes into the traffic column. The size of the portions varies somewhat from city to city, with some cities getting more than others. But my guess is that it's not a big difference, or there would have been legislation to even it out. LA City is the only city for which Court personnel has created the tables explaining the distribution. So, LA City gets $94.08 in the general column, and $63.11 in the traffic column. Assuming that other cities are not too much different from LA, the dip in the general fund due to fewer camera tickets being paid should be about 1.5 times the dip in the traffic fund.
