anywhere near where you live or work. Email is much less
effective. I
recommend calling their office at the Capitol (Area Code 916), not in
the district. I
also recommend that you contact all of your local State legislators,
even those who are not members of the Committee currently
considering the bill. And, if the bill has already passed in one
house (Assembly or Senate) of the legislature, it is time to also start
calling the governor.
Senate Committee on
Transportation and Housing

How the senators voted: ****SB 1325: Because there were thirteen Committee members, seven "yes" votes were required for a bill to pass, no matter how many Committee members were in attendance. On 4-29-08, with three Committee members absent, the vote was 5 - 5, not enough to pass. Immediately after the 5 - 5 vote, the Committee also voted to allow "reconsideration" - for the bill to come back to a later Committee hearing for another vote - potentially as late as August. However, there was a barrier the bill would have had to get past before it could have been reconsidered by the Committee. May 2 was the deadline for bills to move out of the Committee (see the Legislative Calendar - link at bottom of this page), so the bill would have had to get a "rules waiver" to be heard again. That requires a 2/3 vote of the whole Senate. Fortunately, that did not happen. Bills can also return in a "gut and amend" at the end of the session.
