City of Long Beach Documents (Program Closed)
(and Information)

Long Beach, pop. 442,000, is 16 miles south of downtown Los Angeles.

Is Your Ticket Really from the City of Long Beach Camera Program?

If "your" intersection is in or near the City of Long Beach and near a Metro/MTA rail line
or busway, and your ticket was issued/signed by the LA County Sheriff,
your ticket came from a camera operated by the Metro/MTA,
which has its own section on the Camera Towns page.

It may be possible to completely ignore a Long Beach ticket.
1.  If your "ticket" does not have the Superior Court's name and address on it, it is a fake ticket, which I call a "Snitch Ticket."  For more details about Snitch Tickets, see the Snitch Ticket section at the top of the Your Ticket page
.
2.  The LA County Superior Court does not report ignored tickets to the DMV.  More info is in "Countywide Information," which is Docs Set # 2 on the LA County Documents page.

2011

This table made by highwayrobbery.net, using official monthly tabulations of citations actually issued.

Source data:  The official tabulations for 2005-2010 six-month intervals are available at the link given in Set # 3, below.

The Long Beach cameras are operated by ATS, using Nestor software.

[  ] indicates a footnote.
[1]  Totals are as provided by the City.
[2]  YTD = Year-to-date total.
[3]  Un-used columns are to allow for later expansion of City's system.
[4]  Any figures in red type (or, if you are looking at this table in black and white, the upper figure when there are two or more figures in a cell) are what
Nestor calls Violations Recorded, or all incidents recorded by the cameras, and due to time limitations
may have been posted here only for selected months or locations.  If there is sufficient public interest, the remaining months
will be posted.  The figures in black type are what Nestor calls Citations Issued, and may be the sum of genuine
citations issued (those filed with the court) plus any Nominations mailed (not filed with the court, a.k.a. Snitch Tickets).
Any figures in blue type (and in parentheses) are what Nestor calls Affidavits Approved, which is believed to be
the number of real tickets and any Nominations (Snitch Tickets) where the initial recipient provided the identity of another driver.
[5]  Intersection-by-intersection data for these months has been received but has not yet been posted to the table above, due to time limitations.  It is available at the link in Set # 3, below.
[6]  The info about the direction of enforcement (north, south, east, west, and right or left) was provided by the City.
[7]  These figures cover 13 months, Nov. 26, 2001 to Dec. 31, 2002.
[8]  These figures cover 7 months, Jan. 1 to Aug. 9, 2004.
[9]  Grand total figures for the 32-1/2 months Nov. 26, 2001 to Aug. 9, 2004 (the span of the City's original contract with Nestor).
[10]  The title bar has been repeated solely for the convenience of the reader - there is no difference between it and the one at the top of the table.

Long Beach Docs Set # 2
The Contract, Etc. (Program Suspended)

2004 Contract
2007 Addendum

The 2004 contracts contains the following clause:

9. Termination
D.  City may elect to terminate the Agreement if the parties at any time fail to mutually agree on a monthly payment to be made by the City to NTS pursuant to Section 1.E because, based upon revenue and cost projections associated with the services provided hereunder and calculated by City in its sole discretion, City determines that the payment terms offered by NTS will result in a net operating loss to City.

A Jul. 13, 2011 Press Telegram article
indicated that the program closed in December, when the contract expired.  The P-T quoted Erik Sund, business relations manager and purchasing agent for the City, as saying:

"We've been working with the Police Department and looking at accident statistics and other data related to red-light cameras," he said. "It can be a sensitive issue to the public, so we're doing our homework."

If you are fighting a Long Beach ticket, please be sure to contact me.

This list of contracts and amendments may not be up-to-date - there could be a contract or amendment later than the ones listed above.

Long Beach Docs Set # 3
"Late Time" Tables

The City provided tables of Late Times, etcetera, for all  of its cameras.
These tables track violations recorded, and in parentheses, tickets issued.
Where there is a large number of long Late Time violations, it is believed to indicate heavy ticketing on right turns.

Example of Nestor late time report -
                        highwayrobbery.net
The picture above is an example of a portion of the table.

Six-month Intervals, 2005 - 2010 (big file)

Late Time info is available for more than fifty other cities - see the list of cities in the expanded version of Defect # 9.
