[4]  Any figures in red type (or, if you are looking at this table in black and white, the upper figure when there are two or more figures in a cell) are what Nestor calls Violations Recorded, or all incidents recorded by the cameras, and due to time limitations may have been posted here only for selected months or locations.  If there is sufficient public interest, the remaining months will be posted.  The figures in black type are what Nestor calls Citations Issued, and may represent the sum of genuine citations issued (those filed with the court) plus any Nominations mailed (not filed with the court, a.k.a. Snitch Tickets).
Any figures in blue type (and in parentheses) are what Nestor calls Affidavits Approved, which is believed to represent the number of real tickets and any Nominations (Snitch Tickets) where the initial recipient provided the identity of another driver.

Fullerton Docs Set # 2
Are Late Times Secret?

Fullerton has stopped printing the Late Time on their tickets, even though their Nestor system clearly has the capability to do so.

If you phone the FPD to ask what your Late Time was, they will insist that you come in to the police station.

Nearly every other city that I know of prints the Late Time somewhere on their tickets (even though it can be hard to read at times - see the big How to Read Your Late Time box in Defect # 7 on the Home page).   Fullerton's motive not to display it could be so that they can cite for very short Late Times (like 0.1 second) without a public uproar
(including criticism by judges) about "Mickey Mouse" tickets.  Another possible motive could be to grind you down, make it harder for you to fight your ticket.

If you want to know what your late time is, I suggest that you call any of the following at the City:

Alternately, you could submit a Discovery letter to get a copy of the violation video, then review that frame-by-frame, on your home computer.  See

Fullerton Docs Set # 3
Contract Overturned

In Nov. 2008 a Fullerton defendant got an appellate court decision saying that the City's cost-neutral contract violated Section 21455.5(g) (as of 2013, 21455.5(h)) and that the trial court erred in admitting evidence from the camera.

Fullerton Docs Set # 4
Reports:  Late Times, Maintenance


Fullerton sent me an
Excel spreadsheet file including a number of reports for 2008:   Maintenance records, separate breakdowns of tickets by Late Time and time of day, and Performance Reports giving the number of tickets issued at each intersection each month.  The Performance Reports provided the 2008 data shown in the large table above (Set # 1). 
It should be possible to obtain these same reports from other Nestor cities.
