Glendale Documents

(Program Closed 2-24-12 - See Set # 7, Below)

It may be possible to completely ignore a Glendale ticket.
1.  If your "ticket" does not have the Superior Court's name and address on it, it is a fake ticket, which I call a "Snitch Ticket."  For more details about Snitch Tickets, see the Snitch Ticket section at the top of the Your Ticket page.
2.  The LA County Superior Court does not report ignored tickets to the DMV.  More info is in "Countywide Information," which is Docs Set # 2
on the LA County Documents page.

This table made by highwayrobbery.net, using official reports provided by the City under the California Public Records Act, and some City staff reports.

Jul. 2008 - Jan. 2009 ticket counts for Glendale's cameras are available in this March 17, 2009 report to the city council.
Jul. 2008 - Aug. 2009 ticket counts are available in the staff report mentioned in Set # 2 below.
Mar. - Aug. 2008 and Jul. 2009 - Aug. 2010 official reports by RedFlex
Oct. 2010 - Dec. 2011 official reports

Sep. 2010 - Jan. 2012 official reports

[  ] indicates a footnote.
[1]  Totals are as provided by the City.
[2]  YTD = Year-to-date total.
[3]  Un-used columns are to allow for later expansion of City's system.
[4]  Any figures in red type (or, if you are looking at this table in black and white, the upper figure when there are two or more figures in a cell) are what RedFlex calls Total Violations, or all incidents recorded by the cameras, and due to time limitations may have been posted here only for selected months or locations.  If there is sufficient public interest, the remaining months will be posted.  The figures in black type are what RedFlex calls Notices Printed, and represent the sum of genuine citations issued (those filed with the court) plus any Nominations mailed (not filed with the court, a.k.a. Snitch Tickets).
[5]  Data is from City staff reports noted above.  We will ask the City why in July and August 2008 it does not agree with the Redflex reports.
[6]  The camera enforcement is believed to be on traffic on the first-named street, but the direction of enforcement (north, south, east, west, thru, left, right) is not yet available.
[7]  Includes enforcement of posted "no turn on red" signs.

Glendale Docs Set # 2
2009 Contract Renewal

The new 10+ year RedFlex contract renewal the city council approved in Nov. 2009 reduced the monthly rent for each of the five existing cameras to $5500, from the previous $6420.  It also removed the cost neutrality clause.  The staff report said that the new rate would save the City $55,200 per year.

The Original Contract, 2007 (Pt. 2)

Amendments to the 2007 Contract
The 2009 Contract, w/o Exh. C

Exh. C to 2009 Contract

The $11.5 million no-bid contract renewal gave away a lot of money.
One example:  Under its terms the City will pay $6300 per month for up to 10 newly installed cameras, for up to 10-1/2 years.  Had the council negotiated the same rate as the City of Burlingame ($5870), the City could have saved $546,100 over the 10+ years.

More examples - the rent for existing cameras:

The City agreed to pay $5500 per month for its existing cameras.
Had the council negotiated a $4000 rent like that in the
2008 contract of the City of Santa Clarita, it could have saved an additional $1500 per camera per month, or $952,500 for the five cameras over 10+ years.

Or, had the council negotiated a $2225 fee like that in the
2009 contract of the City of Solana Beach, it could have saved $1,965,000.

Or, had the council negotiated a $2500 fee like that in the 2009 contract of the City of Davis, it could have saved $1,800,000.

This list of contracts and amendments may not be up-to-date - there could be a contract or amendment later than the ones listed above.

They are Set # 13 on

"Late Time" Graphs

The City provided bar graphs of Late Times, etcetera, for all five cameras.
These graphs track violations recorded, not tickets issued.
Where there is a large number of long Late Time violations in a curb lane, it is believed to indicate heavy ticketing on right turns.
(The curb lane will be the lane with the highest lane number.)

Glendale Docs Set # 6
The (Former) Chief - Pig, or Hog?

Randy G. Adams was the Glendale police chief in 2007, and approved the installation of Glendale's cameras.  Then he retired from the GPD, and in 2009 was hired to be the new chief in the (now infamous) City of Bell, California, at a salary of $457,000.  Here is one of the emails he wrote to staff at Bell, during the hiring process:

"I am looking forward to seeing you and taking all of Bell's money."

Adams' lawyer has said that Adams was joking when wrote that passage.  But consider one of the emails City staff (Angela Spaccia) wrote to him:

"We have crafted our agreements carefully so we do not draw attention to our pay.  The word Pay Period is used and not defined in order to protect you from someone taking the time to add up your salary."

Per this LA Weekly article, as of Dec. 2011 Adams had not been charged with any crime.

Program Closed 2-24-12

On Mar. 13, 2012 the City revealed that it has closed the program, and will not prosecute existing tickets.  Here is their press release:
