Senate
Bill 1303 of 2012 required camera vendors in
California to file an annual
report. Among other things, the reports are
required to break down the quantity of citations issued
into straight, right, and left. The reports are
also supposed to show the number of accidents before and
with the cameras, but the reports for most cities shows
"Information not available."
1. Customer Management Reports
(CMR), which show the number of tickets issued by each
camera (but not broken down by lane or movement), are
available on a month-by-month basis from all RedFlex
clients in California, except for San Leandro, which
provides them on a per-quarter basis. 2. RedFlex Redlight Offender
Statistics (RROS), show the egregiousness (time into
red) of the incidents (not actual tickets), broken out
by lane, and also the frequency by time of day and day
of week. They have been obtained, at one time or
another, from all current RedFlex clients in California,
although the cities of Menlo Park, Rancho Cordova, San
Leandro and Ventura are currently (as of 2018) refusing
to run fresh reports, or reports for a specific month. 3. The Right Turn on Red report
(RTOR) can be printed for any time period. It
originates as an Excel file and with some easy sorting
can be used to show which cameras issued a lot of right
turn tickets. Most RedFlex clients in California
claim to not have access to this report (although they
could have access if they choose to ask RedFlex for the
report), but these reports have been received from
Fremont, Menlo Park and Sacramento. On the Fremont
Docs page is a table derived from the RTOR reports.
1. The Location Performance
Summary Report by Lane (LPSR by Lane) shows the number
of tickets issued by each camera, broken down by lane
(but not broken down by movement), are available on a
month-by-month basis from all ATS clients in California
(Capitola, Covina, Millbrae). 2. The Location Directional
Summary Report is a breakdown by movement. The
City of Covina filed this report as its annual report
for 2016. (It can be found at the annual report
link, above.)
1. ACS has a report showing the
number of tickets issued by each camera (but not
broken down by lane or movement), and it is available
on a month-by-month basis from all ACS clients in
California. Intermittently this report will show
the egregiousness (time into red).
1. Issued Citations by
Approach shows the number of citations issued by each
camera (but not broken down by
lane or movement), and it is available on a
month-by-month basis. Other Reports To see what other reports
might be available, look in the contract between
the vendor and the city, and look in the proposal
the vendor made to the city before the city's
program began.
