City of Pasadena Documents (Program Closed)

Pasadena, pop. 135,000, is 5 miles northeast of downtown Los Angeles.


It may be possible to completely ignore your Pasadena ticket.
1.  If your "ticket" does not have the Superior Court's name and address on it, it is a fake ticket, which I call a "Snitch Ticket."  For more details about Snitch Tickets, see the Snitch Ticket section at the top of the Your Ticket page
.
2.  The LA County Superior Court does not report ignored tickets to the DMV.  More info is in "Countywide Information," which is Docs Set # 2 on the LA County Documents page.

The Pasadena cameras are operated by ATS, using Nestor software.

L = Ticket for left turn
R = Ticket for right turn
T = Ticket for straight-through movement
[  ] indicates a footnote.
[1]  Totals are as provided by the City.
[2]  YTD = Year-to-date total.
[3]  Un-used columns are to allow for later expansion of City's system.
[4]  Any figures in red type (or, if you are looking at this table in black
and white, the upper figure when there are two or more figures in a cell) are what Nestor
 calls Violations Recorded, or all incidents recorded by the cameras, and due to time limitations
may have been posted here only for selected months or locations.  If there is sufficient public interest, the remaining months
will be posted.  The figures in black type are what Nestor calls Citations Issued, and may be the sum of genuine
citations issued (those filed with the court) plus any Nominations mailed (not filed with the court, a.k.a. Snitch Tickets)..
[6]  Intersection-by-intersection data for these months has not yet been requested.
[7]  The info about the direction of enforcement (north, south, east, west, and right or left) was provided by the City.
[8]  The title bar has been repeated solely for the convenience of the reader - there is no difference between it and the one at the top of the table.
[9]  Data has been requested but has not yet been received.

Signal Timing Charts

On Nov. 3, 2004 I received signal timing charts showing that on May 21, 2003 the yellow light for Lake at Union was 3.5 seconds, and that on Feb. 29, 2004 the yellow light for Marengo at Union was also 3.5 seconds.
Pasadena has a
speed limit map covering the whole city, and it shows that a few blocks north of Union, Lake is a 35 mph zone, where a minimum 3.6 second yellow would be required.

Are Late Times Secret?

Pasadena has stopped printing the Late Time on their tickets, even though their Nestor system clearly has the capability to do so.

If you phone the PPD to ask what your Late Time was, they will insist that you come in to the police station.

Nearly every other city that I know of prints the Late Time somewhere on their tickets (even though it can be hard to read at times - see the big How to Read Your Late Time box in Defect # 7 on the Home page).   Pasadena's motive not to display it could be so that they can cite for very short Late Times (like 0.1 second) without a public uproar
(including criticism by judges) about "Mickey Mouse" tickets.  Another possible motive could be to grind you down, make it harder for you to fight your ticket.

Alternately, you could submit a Discovery letter to get a copy of the violation video, then review that frame-by-frame, on your home computer.  See

The Contract and Amendments

An Aug. 4, 2011 Pasadena Weekly article indicated that the program may be ending, but an Aug. 6 Star-News article was not as encouraging.

A Dec. 5, 2011 staff report to the City's Public Safety Committee recommended that the program be closed.  Then a Dec. 15, 2011 article in the Pasadena Weekly indicated that the program would close in June 2012.
More recent articles indicated that the last day of operation would be June 30.
